L'écologieLe gouvernement Saint-Jacques est la première administration du Parti libéral populaire qui vraiment s'inquiète de l'environnement. Le gouvernement a présenté un projet de Loi pour créer un système de la bourse du carbone, et considère des autres mesures.

Le bien-être socialEn ce qui concerne le bien-être social, le gouvernement Saint-Jacques a essayé d'encourager la création des œuvres coopératives pour aider les sans-abris. Le gouvernement donne des subventions à ceux qui veulent les aider, et plusieurs « foyers de la Trinité » ont été donc établis. Ces foyers sont gérés et financés soit par des autres sans-abris soit par des philanthropes locaux; S.A.I. La Princesse d'Arcabosce, en fait, a donné quelques cents milles ducats au fonds gouvernemental pour ces foyers-ci. L'idée derrière eux est qu'en encouragent les sans-abris de prendre la responsabilité pour eux-mêmes ils deviendront plus capables de s'aider.
L'introduction de quelques changements au secours social est aussi un but pour le gouvernement Saint-Jacques. Le ministre d'État et son Trésorier ont souvent dit, les deux, qu'il faut faire des économies pour rationaliser les nombreux secours socials qui sont donnés par le gouvernment à ceux qui ont vrai besoin d'eux. Il n'y a pas encore une proposition finale, mais l'on a entendu parler de l'abolition de la myriade des secours socials, en les remplaçant avec rien qu'un secours, qui est sujet d'un contrôle des conditions des ressources. Ce contrôle-ci se passerait au même temps que chaque recensement (chaque citoyen ayant le droit de demander un nouveau contrôle deux fois par an), et tout le monde recevrait automatiquement ce qui lui appartient. Le contrôle considérerait des infirmités mentales et physicales séparément des autres choses, pourque ceux qui en souffrent puissent recevoir une somme appropriée à leurs conditions actuelles. |
Social welfareIn terms of social welfare, the Saint-Jacques government has tried to encourage the creation of cooperatives for the purposes of helping the homeless. The government gives grants to those who wish to help them, and this has led to the creation of several "Trinity Hostels". These hostels are managed and funded either by the homeless themselves or by local philanthropists; H.I.H. The Princess of Arcabosce has in fact given several hundred thousand ducats to the government fund for these hostels. The idea behind them is that, in encouraging the homeless to take responsibility for themselves, they will become better able of helping themselves.
The introduction of some changes to social assistance is also sought by the Saint-Jacques government. The State Minister and her Treasurer have both often said that economies have to be made in order to rationalise the many types of social assistance which the government gives to those who need them. There is still yet to be a final proposal, but there has been talk of the abolition of the myriad different sorts of social assistance, and of their replacement with only one, which would be subject to a means test. This means test would occur on the occasion of each census (with each citizen having the right to request a new means test twice a year), and each person would automatically receive the amount that was owed to them. The means test would consider mental disabilities and physical handicaps separately from other considerations, in order that those who suffer from such disabilities and handicaps will be able to receive an amount which is appropriate to their condition. |
